Classes of Membership:

Active Members shall be limited to any individual, sole proprietorship, partnership, or other business entity who 1.) directly, legally, and regularly engages in the business of abstracting or insuring titles as a title insurance agent or title insurance underwriter; 2.) having subscribed to the Code of Ethics of this Association; 3.) having agreed to be governed by the By-Laws of this Association and 4.) if engaged in the business of insuring title to real estate shall be and remain in good standing with the Insurance Commissioner of the State of Wisconsin and shall have in force at all times a certificate of authority pursuant to Section 601.04 Wisconsin Statutes.
Associate Members shall be limited to only individuals 1.) not qualified for Active Membership 2.) engaged in closely allied professions or businesses to the title industry 3.) approved by the Board 4.)  having subscribed to the Code of Ethics of this Association and 5.) having agreed to be governed by the By-Laws of this Association.
Honorary Members shall be limited to those individuals so designated by the Board for the performance and/or meritorious service to the Association or to the profession of land title evidencing.

Underwriter Dues Structure
2026 Changes: Shift to dues based on market share (Note: Tier selection should be based on 2024 Year-end final Industry Market Share data).
Underwriters who also operate as an agent, selling title insurance directly to consumers in Wisconsin, will be charged another, separate agent fee based on the total number of employees working in their Wisconsin direct offices. Dues will be charged using the same chart as agents (below). Underwriters with multiple direct brands will pay one fee based on the combined number of employees across all brands.

Agent Dues Structure
2026 Changes: Leaves members under 50 employees unchanged, while adding more tiers for larger organizations with progressive increases in dues.
Agent dues will be billed based on the total number of full-time equivalent employees they have in the State of WI. The honor system will be employed.
Agents with common interests in multiple entities can either pay one fee based on the total number of employees working in all entities -OR- can choose to enroll its entities separately.
For example: Tina Title owns parent company ABC Title Group, LLC (20 employees) and also owns recently acquired XYZ Title, LLC (5 employees). Tina can either enroll just ABC Title Group, LLC as a WLTA Member (@ 25 total employees = $750.00) -OR- enroll each entity separately as WLTA Members (ABC Title Group, LLC @ 20 employees = $650.00 and XYZ Title, LLC @ 5 employees = $450.00). While the second option results in higher total dues, WLTA recognizes that some Agents may prefer to maintain distinct identities for their entities. We want to ensure Agents are aware of all available choices to best suit their needs.
